I. Development and Implementation of Information Technologies and Systems

Major projects implemented by Index-Bulgaria

Integrated Information System of the National Assembly of the Republic of Bulgaria.   

The system supports the basic activities of the Parliament. Its hierarchical architecture integrates 11 web based subsystems ("Legislative activity", "Parliamentary Control”, ”Parliamentary and administrative structures", "Document Registry", "Task Management", "Euro-documents”, International Relations and Protocol," State Gazette" “Auto Service”, Administration” and "Mass Media"). The system’s specific infrastructure allows functional and technological autonomy of each separate subsystem. In 2010, under a contract of Operational Programme "Administrative Capacity",   upgrade of the system and modernization and development of the site of the National Assembly to an information portal was performed. A model for optimization of the services in the context of e-Government was developed. Electronic services are provided to the citizens and business.

National Information System "BULGARIAN IDENTITY DOCUMENTS”.  

Developed jointly with the Institute of Computing Technology of the Ministry of Interior, it is part of the integrated information system and communication environment of the Ministry. This Project is one of the largest IT projects in Bulgaria. The system has a hierarchical structure of three levels - national, regional and district. Operates at more than 1300 work stations in the country. Automates the issuance of personal identity cards, passports, driver’s licenses and 15 other types of personal identity documents of Bulgarian and foreign citizens. The system operated reliably and seamlessly in the period 1999 – March 2010.

National Information System "CONVICTION STATUS CERTIFICATES".

Implemented under Phare Programme, the system integrates one Central Data Base, located in the Ministry of Justice, and 114 local systems. It automates the process for issuance of conviction status certificates in all Bulgarian regional courts. Each local system operates individually and when necessary performs bidirectional data exchange with other local systems. The central system collects data from all local systems. It operates as a reserve of the local systems. In 2009, under a contract signed with the Supreme Judicial Council, a new upgraded version was developed and implemented to align with the changes of the legal base and the new requirements for functional expansion and technological improvement of the system.

National Information System “ELECTRONIC SERVICES FOR THE MINISTRY OF INTERIOR”.

The system was developed under Phare Programme by consortium with member Index-Bulgaria. It is designed as a WEB portal by using BEA WebLogic tools. The system provides 17 types of web based electronic services by integrating all existing back-office systems at the Ministry of Interior. All services are related to issuance of personal identity cards, driver’s licenses, car registration documents, applications to the police, etc. The system is connected to the existing national systems of the Ministry of Interior and to the national system for electronic payments e-Pay

E-Justice Portal.

This project is a part of Program “Strategy for Reform of the Judiciary by Introducing Information Technologies, Phase II - E-justice, ID EuropeAid/120184/D/SV/BG". It is developed implemented by consortium Lirex BG Index - Bulgaria. The Portal provides links to all information systems of the judiciary and to electronic services. It integrates 19 information systems (registers): Register "Hearings" of the Court Case Management System; System „Bankruptcy”; Unified Mediator’s Register; BULSTAT Register; Commercial Register; Property Register, etc.  Integration of other information systems with central databases is possible. The portal is integrated to the national system for electronic payment e-Pay.

National Information System "TRAFFIC POLICE". Subsystem "Planning, distribution and control of registration plates and valuable samples".

The system is implemented in the Ministry of Interior and its district departments and operates on 2 levels – central and territorial.

Information systems for the National Statistical Institute (developed under Phare Programme):

National Information System "Statistical Classifications".

Tools for generation, maintenance, use and distribution of statistical classifications, queries, harmonization with the EU classifications, and exchange with other systems. Maintains and provides data for the National Classifications of Bulgaria.

Information System “Planning and Design of Statistical Surveys”.

The system supports planning, description and update of statistical surveys. Provides options statistical tools design in compliance with the national and EU regulations.       

National Information System for Registration of Cow Milk Daily Deliveries.

Designed and developed for the Ministry of Agriculture and Food, the system processes and stores data for the daily cow milk deliveries by registered dairy farmers, provides information on the quantities and parameters of milk produced, implementation of the milk quotas etc.

National Information System “Electronic Services for the National Revenue Agency” (developed under Phare Programme in consortium with Lirex BG).

The System supports on-line administrative services for the taxpayers on the e-Services Portal of the National Revenue Agency. Enables administration of revenues and fees in accordance with the EU requirements and standards, through effective use of information technologies. The system automates the basic business processes and information services of NRA in its relations with external entities.

National Information System for Registration, Identification, Movement Tracing and Health Status Control of Animals for the National Veterinary Service (NVS)

An Integrated Web based Information System of national significance. Data is collected and processed in a central database. The system is designed to support the managerial and technological processes in NVS, its structures and all persons and entities that operate under the Law on Veterinary Activities. ALL authorized users have a direct on-line WEB access. The system supports centralized registers of all entities of epidemiological importance, animals, natural and legal persons related to animals, veterinary medical facilities, veterinary and other medical services. Supports registers for events: animal movement, prophylactic measures, immune-prophylactic events, animal diseases etc. In the system’s design and development, the requirements and the principles of EU veterinary legislation and the World Organization for Animal Health (OIE) have been met. The system communicates with the Payments Agency and the respective authorities in the European Union.

Administrative Documents Processing System and Intranet Portal for the National Audit Office (NAO).

The system combines a web based document management system and a multimedia electronic training system. The portal supports generation, storage and processing of the data collected from various information sources, documents and files, from other information systems, etc. By its functional modules, the system provides useful and timely information, efficient communications, feed-back, centralization and computerization of tasks. The Intranet Portal is an internal managerial and informational portal designed to support processing, storage and access to internal information resources, provide information for the employees working with documents and publications from the mass media. The implemented portal enables centralized storage of information resources and access to them, provides information services to the managers and other staff of NAO.

 
Upgrade of the existing WEB based Integrated Information System of the National Assembly and development of the Web Site of the National Assembly to an Internet Portal. Optimization of the web services in the context of e-Government

Specialized Software System for connection (SP.VIS) of the National Visa Information System with the Central Visa Information System of the European Union (CS.VIS).

Participation in the development and implementation of software for AIS Document Flow Management for the Bulgarian Bureau SIRENE" - contract implemented by “Lirex BG” under Project BIP 2009 Schengen. Automated Information System for managing through paperless technology documents for the Schengen Information System. The system operates in Bulgarian Bureau SIRENE at the Ministry of Interior.

IMPLEMENTATION OF CENTRALIZED WEB BASED AIS “e-DOCUMENTOOBOROT” IN THE MINISTRY OF FINANCE (VOLUME LICENSE)

Application software products

AIS “Pre-Trial Proceedings”. Automates all information activities in the crime investigation and maintains the electronic files of the pre-trial proceedings in the Ministry of Interior; supports the preparation of procedural documents and their transfer to the Prosecution; generates applications for queries and data for the information databases that are used by the investigating officers.

AIS "Documentooborot". Multifunctional system that supports processing of paper documents and digitally signed electronic documents. Provides tools for document management and task control. Performs e-administration and e-services. Automates and manages the registration of electronic documents coming in through e-mail and Web sites. Provides one-stop-shop administrative services.

A new fully functional web-based AIS “Documentooborot”. The system is certified for compliance with the Ordinance on General Requirements for Interoperability and Information Security. Successfully implemented in the National Assembly of Bulgaria, National Audit Office, “Information Services” Plc, “Black Sea Technology Company” Plc, National Agricultural Advisory Service, SOK Kamchia, National Statistical Institute etc.

AIS “Classified Information”. Automates and manages the processing of classified paper and electronic documents in compliance with the Law on Protection of Classified Information (LPCI) and its implementing rules.

AIS “Personal and Industrial Security”. Automates investigation activities related to the security of legal and natural persons and reliability of persons under LPCI and its implementing rules.

AIS “Visitor Control”. Automates all activities for issuance of entry passes and visitor access control in the public administration offices and large corporate buildings.

AIS “Media”. Automated provision and processing of information from the mass media materials.

AIS “Library”. System for automation of librarian activities. Designed in two versions with analogical functionality – web based version and client-server version.

Integrated System "Clinic". The system is designed to automate the medical, administrative and research activities in hospitals. Implemented in the cardiology of University Hospital for Active Treatment "Queen Joanna”- ISUL.

AIS “Electronic Sitting”. A Web-based system which processes and provides information on sittings conducted by all levels governing bodies in organizations.

AIS “Leave Applications”. A Web-based system which automates data processing for all kinds of leave requests through their lifecycle.

AIS “Auto Fleet”. A Web based system managing information on the vehicle fleets of companies and organisations.
